If you need effective planning and management of projects to PRINCE2 standards, to ensure their completion on time and on budget, then you need project management. There are often different groups of people involved in IT projects, including users, project managers (supplier and customer), project sponsor and the delivery team. 

PRINCE2 is designed to provide a common language and framework across all of these parties. Bringing customers and suppliers together generally involves contracts and contract management. Although these aspects are outside of PRINCE2, the method recognises the need to provide projects with the necessary controls and breakpoints to work successfully within a contractual framework.
